Background
- ERSS (Emergency Response Support System): a single nationwide emergency number '112' for police, fire and ambulance, implemented under the 'Nirbhaya Fund'.
- Nirbhaya Fund: announced in the 2013 Budget for women's safety projects; ERSS and Safe City projects come under it.
- Central support: through the umbrella scheme 'Assistance to States for Modernisation of Police', the Home Ministry funds weapons, communication and forensics.
- Constitution: police is in the State List (List II, Entry 2), so modernisation is mainly the State's responsibility.
- Technology: a VPN (virtual private network) securely carries police-station CCTV feeds to a central control room; the Supreme Court ordered CCTV in police stations in the Paramvir Singh Saini case (2020).
Tamil Nadu link: the Tamil Nadu Police 'Kaaval Uthavi' app lets people seek emergency help; the State has cyber-crime police stations in every district.
