Historical Background

Historical Background of the Civil Services and UPSC

Merit-based recruitment to the civil services in India began after the Macaulay Committee report of 1854. Open competitive examinations for the Indian Civil Service (ICS) were first held in London in 1855. In 1864 Satyendranath Tagore became the first Indian to join the ICS. From 1922 the examination was also held in India, first at Allahabad and later in Delhi.

Following the recommendations of the Lee Commission (1924), the first Public Service Commission was set up on 1 October 1926 under the Government of India Act, 1919. The Government of India Act, 1935 renamed it the Federal Public Service Commission. When the Constitution came into force on 26 January 1950, it became the Union Public Service Commission.

Articles 315 to 323 in Part XIV of the Constitution give UPSC its constitutional status, independence and functions. Headquartered at Dholpur House, New Delhi, UPSC today conducts the Civil Services Examination and several other recruitment examinations for the Government of India.
