பொருள்

முழுத் தகுதியுள்ளவர்களை ஒரு அமைப்பு தவறாக விட்டுவிடுவது – வாக்காளர் பட்டியல், குடும்ப அட்டை அல்லது நலத்திட்டம் எதுவாயினும்.

எந்தப் பட்டியலும் இலக்கு நிர்ணய முறையும் இரண்டு வழிகளில் தவறலாம்: இருக்கக் கூடாதவர்களை (இறந்தோர், இரட்டைப் பதிவுகள், தகுதியற்றோர்) வைத்திருப்பது சேர்த்தல் பிழை; இருக்க முழு உரிமையுள்ளவர்களை நீக்குவது விலக்கல் பிழை. சேர்த்தல் பிழையைக் குறைக்கச் சோதனைகளைக் கடுமையாக்கினால், பொதுவாக விலக்கல் பிழை அதிகரிக்கும் – குறிப்பாக ஆவணங்கள் இல்லாத ஏழைகள், இடம்பெயர்ந்தோர், பெண்களுக்கு. வாக்காளர் பட்டியலில் இதன் விலை பெரிது: வாக்குப்பதிவுக்கு முன் நீக்கப்பட்ட உண்மையான குடிமகன் அந்தத் தேர்தலில் வாக்கை இழக்கிறார். 2025–26 சிறப்புத் தீவிரத் திருத்தம் குறித்த உச்ச நீதிமன்ற விவாதம் பெரும்பாலும் விலக்கல் பிழையைக் கட்டுப்படுத்துவது பற்றியதே.

Meaning

When a system wrongly leaves out people who are fully eligible – for the voter roll, a ration card or a welfare scheme.

Any list or targeting system can fail in two ways: an inclusion error keeps people who should not be there (dead, duplicate or ineligible entries), and an exclusion error drops people who have every right to be there. Tightening checks to cut inclusion errors usually raises exclusion errors, especially for the poor, migrants and women who lack documents. In voter rolls the cost is heavy: a genuine citizen removed before polling day loses the vote for that election. The 2025–26 Special Intensive Revision debate in the Supreme Court is largely about controlling exclusion errors.
