பொருள்
நீதிமன்றம் வழக்கைத் திறந்தே வைத்து, படிப்படியான உத்தரவுகள், தொடர் இணக்க அறிக்கைகள் மூலம் அரசைக் கண்காணிப்பது.
கட்டளை நீதிப்பேராணை (mandamus) என்பது ஒரு பொது அமைப்பு தன் கடமையைச் செய்ய வேண்டும் என்று உத்தரவிடும் நீதிப்பேராணை. "தொடர்" முறையில் நீதிமன்றம் ஒரே தீர்ப்பில் வழக்கை முடிக்காமல், மாதக்கணக்கில் அல்லது ஆண்டுக்கணக்கில் உத்தரவுகள் பிறப்பித்து, குழுக்களை அமைத்து, காலமுறை அறிக்கைகளைக் கோருகிறது. ராஜஸ்தானின் ஜோஜரி ஆற்று வழக்கு (2025–26) போன்ற சுற்றுச்சூழல், நிர்வாக வழக்குகளில் இந்திய நீதிமன்றங்கள் இதைப் பயன்படுத்தியுள்ளன. நிறுவனங்கள் தோற்கும்போது இது இடைவெளியை நிரப்புகிறது; ஆனால் அதிகாரப் பிரிவினையை நீட்டிக்கிறது, திறன்மிக்க ஒழுங்குமுறை அமைப்புக்கு மாற்றாகாது என்ற விமர்சனமும் உண்டு.

Meaning
A court keeps a case open and supervises the government through step-by-step orders and regular compliance reports.
Mandamus is a writ ordering a public authority to do its duty. In "continuing mandamus" the court does not close the case with one judgment; it issues directions over months or years, appoints committees and asks for periodic reports. Indian courts have used it in environmental and governance cases, such as the Jojari river case in Rajasthan (2025–26). It fills gaps when institutions fail, but critics say it stretches the separation of powers and cannot replace a capable regulator.
