பொருள்

ஒரு நாட்டில் அதிகாரத்தில் இருப்பவருடன் செயல்படுவது; ஆனால் உறவின் ஆழத்தை உறுதியான பலன்களுக்கு ஏற்ப அமைத்து, பிற தரப்புகளுடனும் தொடர்பு வழிகளைத் திறந்து வைப்பது.

இது இரண்டு எல்லைகளுக்கு இடைப்பட்டது: ஏற்றுக்கொள்ள முடியாத அரசைத் தனிமைப்படுத்துவது ஒரு முனை; நிபந்தனையின்றி அரவணைப்பது மறு முனை. அளவறிந்த உறவைக் கடைப்பிடிக்கும் நாடு, முக்கிய நலன்களுக்காக (எல்லைப் பாதுகாப்பு, திட்டங்கள், மனிதாபிமான அணுகல்) அதிகாரப்பூர்வ வழிகளைத் தொடர்கிறது; மறுதரப்பு என்ன செய்கிறது என்பதைப் பொறுத்து ஒத்துழைப்பை அதிகரிக்கிறது அல்லது குறைக்கிறது; நிலப்பரப்பைக் கட்டுப்படுத்தும் எதிர்க்கட்சிகள், இனக் குழுக்களுடனும் பேசுகிறது. 2021 ராணுவப் புரட்சிக்குப் பிந்தைய இந்தியாவின் மியான்மர் கொள்கையே இதற்குச் சிறந்த சோதனை: நேப்பிடாவுடன் வலுவான உறவு; ஆனால் கலாதான், அரிய மண் தனிமங்கள், எல்லை ஆகியவை ஆயுதக் குழுக்களின் பிடியில் உள்ள பகுதிகளைச் சார்ந்துள்ளன.

Meaning

Working with whoever holds power in a country, while matching the depth of ties to concrete results and keeping channels open to other stakeholders.

It sits between two extremes: isolating a government one disapproves of, and embracing it without conditions. A country practising calibrated engagement keeps official channels for vital interests – border security, projects, humanitarian access – but steps up or slows down cooperation depending on what the other side delivers, and also talks to opposition and ethnic groups that control territory. India's policy towards Myanmar after the 2021 coup is the classic test case: strong ties with Naypyitaw, while Kaladan, rare earths and the border depend on areas held by armed groups.

Use it in your answer: Use it in answers on India's neighbourhood (Myanmar, Afghanistan, Bangladesh) or on democracy vs national interest: "India's answer to regime change next door is neither isolation nor endorsement but calibrated engagement."
