Incentive compatibility

GS-IIIGS-II

Meaning

Designing a policy so that the choice that is best for each person is also the choice the rule wants.

A rule is incentive compatible when people follow it because it suits them, not only because they fear punishment. When compliance is costly and enforcement is weak or uncertain, people break the rule or hide the breach. Stubble burning is a clear case: for a farmer racing to sow wheat, burning is fast and cheap, while managing straw costs time and money, so fines and FIRs have changed behaviour only at the margin. Policies that lower the cost of the right choice – machines through custom hiring centres, buyers for straw, short-duration seed, crop-neutral price support, payment for verified non-burning – make compliance the farmer's own best option. The idea applies widely: tax compliance, water use, pollution control and welfare targeting.

Use it in your answer: Use it in answers on stubble burning, crop diversification, MSP reform or any rule that is widely broken: "When compliance is costlier than violation, more punishment brings more evasion; incentive compatibility brings change."
