பொருள்

ஒரு நாட்டின் அதிகாரப்பூர்வத் தரவு அமைப்பை மத்திய அரசும் மாநிலங்களும் பொதுவான தரநிலைகள், நிதி, உள்ளூர்த் தரவின் மீதான உரிமை ஆகியவற்றுடன் கூட்டாகக் கட்ட வேண்டும் என்ற கருத்து.

இந்தியாவில் புள்ளியியல் மத்தியப் பட்டியலிலும் (பதிவு 94: "விசாரணைகள், ஆய்வுகள், புள்ளியியல்") பொதுப் பட்டியலிலும் (பதிவு 45: "விசாரணைகள், புள்ளியியல்") இடம்பெறுகிறது; பெரும்பாலான நலத்திட்டங்களை மாநிலங்களும் மாவட்டங்களுமே செயல்படுத்துகின்றன. ஆனால் நம்பகமான தரவு பெரும்பாலும் தேசிய அல்லது மாநில அளவிலேயே நின்றுவிடுகிறது. புள்ளியியல் கூட்டாட்சியில் மத்திய அரசு பொதுவான முறைகளை வகுத்துத் திறனுக்கு நிதி வழங்குகிறது; மாநிலங்கள் உள்ளூர் எண்களை – மாவட்ட GDP, மாவட்ட அளவு வேலைவாய்ப்பு, நுகர்வு மதிப்பீடுகள், மாநிலத் தொழில் குறியீடுகள் – உருவாக்கிப் பயன்படுத்துகின்றன. 2026 நவம்பரில் ஒப்புதல் பெற்ற VISTAR திட்டம் SSS 2.0 (மாநிலங்களுக்கு விளைவுடன் இணைந்த நிதி), மாநிலங்களுடன் இணைந்து நடத்தப்படும் 8-ஆவது பொருளாதாரக் கணக்கெடுப்பு ஆகியவற்றின் மூலம் இந்தத் திசையில் நகர்கிறது.

விடையில் பயன்படுத்துவது: தரவு நம்பகத்தன்மை, கூட்டுறவுக் கூட்டாட்சி, பரவலாக்கப்பட்ட திட்டமிடல், மாவட்ட அளவு இலக்கு பற்றிய விடைகளில்: "மத்திய அரசு வகுக்கும் தரநிலைகளும் மாநிலங்களுக்குச் சொந்தமான உள்ளூர்த் தரவும் இணைந்த புள்ளியியல் கூட்டாட்சியே, மாநிலங்களின் ஒன்றியத்தில் சான்று அடிப்படையிலான கொள்கைக்கு அடித்தளம்."

Meaning

The idea that a country's official data system should be built jointly by the Centre and the States, with shared standards, funding and ownership of local data.

In India, statistics appears in both the Union List (entry 94: "inquiries, surveys and statistics") and the Concurrent List (entry 45: "inquiries and statistics"), and most welfare schemes are delivered by States and districts. Yet reliable data have usually stopped at the national or State level. Under statistical federalism the Centre sets common methods and funds capacity, while States produce and use local numbers – district GDP, district-level labour and consumption estimates, and State industrial indices. The VISTAR scheme approved in November 2026 moves in this direction through SSS 2.0 (deliverable-linked funds to States) and an 8th Economic Census conducted with the States.
