How to approach it

  • Two demands – "discuss the challenges" and "how can the silver economy…"; headings for the introduction, challenges, opportunities, way forward and conclusion
  • open with official data: the elderly share today and in 2050, the year the elderly overtake children, and the old-age dependency ratio – and name the source
  • show the causes (falling fertility + longer lives) as a flowchart and the challenges as a table: income, health, women, family, regional divide
  • women and Kerala/Tamil Nadu are named in the question – give each a specific line; link to Article 41, pensions, PM-JAY and Centre–State finances

Model answer – Shanmugam IAS Academy

Introduction

India had 149 million people aged 60+ in 2022 (10.5%); by 2050 this will be 347 million (20.8%), and around 2046 the elderly will outnumber children aged 0–14 (India Ageing Report 2023, UNFPA–IIPS). The old-age dependency ratio rises from 14.2 (2011) to 20.1 (2031) per 100 working-age persons (MoSPI) – India risks growing old before it grows rich.

A) Challenges

DimensionEvidence
Income insecurity>40% of elderly in the poorest wealth quintile; 18.7% have no income; central old-age pension only ₹200/month (60–79), ₹500 (80+).
HealthLASI: ~75% have a chronic disease, 40% a disability, 20% mental-health issues; only ~18% have health insurance.
FeminisationWomen live longer – widowhood, rural residence, little lifetime earning or property: the poorest of the old.
Family changeNuclear families, children migrating; the MWPSC Act, 2007 (maintenance up to ₹10,000/month) needs parents to sue their own children.
Regional divideKerala 16.5% → 20.9%, Tamil Nadu 13.6% → 18.2% elderly (2021 → 2031); Kerala's old-age dependency ratio 34.3 by 2031 – southern States age while the north is young.

B) Opportunities – the silver economy

  • Care economy: geriatric nurses, home-care and day-care workers – jobs largely for women (NITI Aayog, 2024: skilled aged-care workforce).
  • Products and services: assistive devices, senior housing, tele-medicine, age-friendly design; start-ups via the SAGE portal.
  • Finance: reverse mortgage, pensions and geriatric health insurance (NITI Aayog).
  • Productive ageing: about one-third of the 60+ still work – re-skilling and flexible work turn experience into output.

C) Way forward

  • A minimum pension indexed to prices, built on IGNOAPS and State top-ups (Tamil Nadu: ₹1,200/month).
  • Health: PM-JAY for all 70+ (₹5 lakh, Ayushman Vay Vandana card) plus primary care for chronic disease and geriatric wards.
  • Women-first: widow pensions, property rights, elderly self-help groups.
  • One-stop digital portal (NITI), Elderline 14567; ageing to count in Centre–State fiscal transfers for early-ageing States.

Conclusion

Before the elderly outnumber children (around 2046), India must invest now in pensions, health and care so that longevity becomes a second dividend, not a burden – fulfilling Article 41's promise of public assistance in old age.

Scoring tips (faculty note):
  • Two demands – "discuss challenges" and "how can the silver economy…": give each a heading; a challenges-only answer loses about half the marks.
  • Open with two hard numbers (10.5% → 20.8%; 2046 crossover) and name the source (UNFPA–IIPS, MoSPI) – data with source signals a GS-I topper.
  • The question names women and Kerala/Tamil Nadu – give each a specific line; generic "elderly face problems" sentences score little.
  • Link society to economy and polity (dependency ratio, fiscal transfers, Article 41) – this inter-linking is what lifts a 6/15 answer to 9/15.
