How to approach it

  • Three demands – "examine the framework", "discuss the challenges", "suggest measures"; headings for the introduction, framework, challenges, way forward and conclusion
  • open with the news hook (India–Kazakhstan treaty, 3 Nov 2026) and the official numbers: 48 treaties + 12 arrangements; 178 requests vs 23 extraditions
  • show the extradition process as a flowchart and the framework as a table: Extradition Act 1962 sections, treaty vs arrangement, dual criminality, political-offence exception, FEO Act 2018
  • give one named case per challenge (Bhandari – Tihar conditions; Nirav Modi / Choksi – delay) and link IR with domestic reform (prisons, dossiers, BNSS trial in absentia)
