பொருள்

ஒரே நிலையான வெளியேறும் கட்டத்துக்குப் பதிலாக, ஒவ்வொரு கட்டத்திலும் புதிய தேர்வுடன் பணியாளர்களைப் படிப்படியாக – முதலில் குறுகிய பணிக்காலம், பின்னர் நீண்ட காலம் – தக்கவைப்பது.

படிநிலைத் தக்கவைப்பைப் பின்பற்றும் படை அல்லது அமைப்பு இளைஞர்களைக் குறுகிய காலத்துக்குச் சேர்க்கிறது; பின்னர் செயல்திறன், விருப்பம், தேவை அடிப்படையில் அவர்களில் சிலருக்கு இரண்டாம் பணிக்காலத்தையும், அதன் பின் முழுப் பணி வாழ்க்கையையும் வழங்குகிறது. இளம் வயதுச் சேர்க்கை, பல ஆண்டுச் சேவையால் மட்டுமே வரும் அனுபவம், ஊதியம்–ஓய்வூதியத்தின் நீண்டகாலச் செலவு ஆகிய மூன்றையும் சமன் செய்ய இது முயல்கிறது. முதல் நான்கு ஆண்டுகளுக்குப் பின் இரண்டு ஆண்டு இரண்டாம் பணிக்காலத்தையும், ஆறு ஆண்டுகளுக்குப் பின் நிரந்தரச் சேர்க்கைக்கான மேலும் ஒரு வாய்ப்பையும் 2026 நவம்பரில் மத்திய அமைச்சரவை சேர்த்தபோது, இந்தியாவின் அக்னிபத் திட்டம் இந்த மாதிரியை நோக்கி நகர்ந்தது.

Meaning

Keeping personnel in stages – a short first term, then longer terms – with a fresh selection at each stage, instead of one fixed exit point.

A force or organisation that uses graduated retention recruits young people for a short term and then offers some of them a second term and, later, a full career, based on performance, willingness and need. It tries to balance three things: a young entry profile, the experience that comes only with years of service, and the long-term cost of pay and pensions. India's Agnipath scheme moved towards this model in November 2026, when the Cabinet added a two-year second engagement after the first four years and a further chance of regular enrolment after six.
