பொருள்

அதிபர் ஆட்சி முறையில், அதிபர் ஒரு கட்சியையும், சட்டமன்றத்தின் குறைந்தது ஓர் அவை மற்றொரு கட்சியின் கட்டுப்பாட்டிலும் இருக்கும் நிலை.

அமெரிக்காவில் அதிபரும் காங்கிரஸும் தனித்தனியாகத் தேர்ந்தெடுக்கப்படுவதால், வாக்காளர்கள் அவற்றை வெவ்வேறு கட்சிகளுக்கு அளிக்கலாம். பிளவுபட்ட ஆட்சியில் சட்டம் நிறைவேற்றுவது கடினம்; நிர்வாகம் ஆணைகளையும் தற்போதைய சட்டங்களையும் அதிகம் சார்கிறது; காங்கிரஸ் தனது நிதி அதிகாரம், மேற்பார்வை, ஒப்பந்த ஒப்புதல், தடைச் சட்டங்களை அதிகம் பயன்படுத்துகிறது. 2026 நவம்பர் 3 இடைக்காலத் தேர்தலுக்குப் பின், 2027 ஜனவரி முதல் அமெரிக்கா பிளவுபட்ட ஆட்சிக்கு மாறுகிறது: குடியரசுக் கட்சி அதிபர், ஜனநாயகக் கட்சி தலைமையிலான காங்கிரஸ் (AP அறிவிப்பு, கணிப்பின்படி). அரசு மக்களவையின் நம்பிக்கையைத் தக்கவைக்க வேண்டிய இந்திய நாடாளுமன்ற முறையில் இது இதே வடிவில் உருவாகாது.

Meaning

A situation in a presidential system where the President belongs to one party and at least one chamber of the legislature is controlled by another.

In the United States the President and Congress are elected separately, so voters can give control of them to different parties. Under divided government, laws are harder to pass, the executive relies more on orders and existing statutes, and Congress uses its powers of the purse, oversight, treaty consent and sanctions laws more actively. After the midterm elections of 3 November 2026, the US moves to divided government from January 2027, with a Republican President and a Congress led by Democrats (as called and projected by AP). It cannot arise in the same way in India's parliamentary system, where the government must keep the confidence of the Lok Sabha.
